What a Publication Number Is

A Kaharagian Publication Number, or KPN, is the permanent identifier of an official publication. It is assigned once, by the Office of the Sovereign’s Printer, and it is never reassigned to anything else.

A number has thirteen digits in five groups: 549-720-26-0001-8. Three digits name the publisher, three name the issuing authority, two give the year of registration, four give the serial within that year, and the last is a calculated check digit that catches a number that has been mistyped or misread.

The number identifies the publication and its catalogue record, not a storage address. That is what lets a footnote written today still find the right document after the file behind it has been moved, re-issued or served from somewhere that does not exist yet.
